The following structural deficits have been identified in the programme area for SMEs of the sectors animal breeding and horticulture:
• Lack of effective support services that offer practical help and expert knowledge to entrepreneurs and experienced enterprises to foster innovative approaches
• The advantages that new technologies offer are not well exploited
• Difficulties in entering new markets
• Marketing networks are poorly developed
• Low level of cooperation between undertakings
• Low level of internationalisation

Facilitate and promote the creation and growth of SMEs and MicroSMEs of the animal breeding and horticulture sectors through the creation of a Transnational Network for the support of SMEs that improves the effectiveness of business and innovation support services for SMEs and offers transnational working tools that improve the SMEs competitiveness, increase their internationalisation and foster the entrepreneurial spirit.
• Develop a South East Europe SME Support Protocol to establish a support service that effectively improves the utilization of opportunities of the South East economic area
• Offer a training that is tailored to the needs of support and assessment experts in the SEE area in order to effectively implement the South East Europe Support Protocol
• Awareness raising and training measures directed at SMEs and entrepreneurs to promote skills and knowledge for innovation and technology approaching better roads to market
• Promote entrepreneurship in the animal breeding and horticultural sector and develop innovative working tools to support SMEs in better exploiting market opportunities.
Activities:
Component1: Formalising the creation of the transnational support service and creation of the web site
Component3: Training measures focused at business support services for the effective implementation of the SEE Support service protocol for SMEs
Component4: Structural support measures to improve SME support services
Component5: Increasing SMEs awareness of innovation and technology approaching better roads to market opportunities
Component 6: Elaboration of support tools for SMEs
